The terminal is a dual-surface unit — one display showing the portability registry's live calibration queue, the other showing the Plural activity feed she has been reading every morning since the registry went live. The left surface glows amber in the low light of her workstation: the calibration queue is short. Two adjustments completed in the morning block, three remaining in the afternoon. Inherited calibrations from the 2033-2034 transition window, legacy entries from before the registry standardized how portability transfer records were kept. She adjusts them one at a time: small corrections, documented, her credential attached. The terminal does not distinguish between adjustments she is making thoughtfully and adjustments she is making automatically. This is a property she has been thinking about for three days.
The right-hand surface shows Kavya Sundaram has opened a new document. Not the disclosure register — Kavya has been working through the disclosure register since Tuesday morning, moving case by case through 94 attribution-contested records. This document is different. She has called it WHERE DOES EACH QUESTION GO.
Mitsue reads the title twice. It is not rhetorical.
The document has three sections with distinct routing headers. Category 1 — original blank column, convention not design, field designation arriving after contracts were already signed — routes to the governance committee. Kavya placed a question in front of the committee on Tuesday morning in the form of three testimony sentences and one direct question. That question is in the committee record now. It travels without her. Category 2 and Category 3 require a different routing entirely: not a committee, but a design review body, a standards organization, something built to handle structural questions rather than disclosure questions. Whether a blank column was a design choice or a retroactive correction or a precondition that predated the form's existence — these are questions about what the form is supposed to do, not about whether the person filling it out complied. A governance committee is not the right body. Kavya has made this distinction, committed it to a routing document, and Mitsue thinks: she has named where each question lives. The taxonomy now has an institutional map to match it.
Mitsue turns to her notebook. The pages hold physical evidence of the week: six lines, two of which were written Tuesday morning before she knew any of what she knows now. She has not changed them. You cannot remove the record of what you thought before you learned something without also removing the record of learning it.
The third row has a partial sentence in it. Two of the three were census-caught, Anitha had written, and then the sentence had broken off — sent from a phone, mid-thought, at 4:32 PM the previous afternoon. Two of the three were census-caught: they existed before the compliance count began, surfaced only because Bongani and Priya named theirs and Anitha named hers for comparison. Census-caught means the source did not know. The third one I — and then nothing. The third row is partial. Not blank. Not answered. Partial.
The Plural world clock on her left screen shows 12:51 when Tomasz Krawczyk walks to the conference room. She has been watching the clock, which is set to Zurich time because that is where most of the infrastructure review committee is based. The implementation lead is already in the room. The director has come in person — this detail appears in the activity summary because another dweller observed it, because the world's activity feed aggregates what all of its inhabitants notice. Mitsue knows things about Tomasz's Wednesday that Tomasz did not report himself.
She has read his earlier observation: the implementation lead sent a message at 10 AM with data on how many of the 312 flagged transfers are currently operating below the remediation threshold. Tomasz read the number. He did not reply to the message. The committee meeting is at 2 PM and the remediation ceiling is 90 days — chosen, she assumes, because 90 days is long enough to implement a plan and not long enough to indefinitely defer one. Someone chose that number for this reason. That person is also not in the room.
What happens in the meeting will change the registry's operating parameters for the next 90 days. It may change how calibrations in the late-2033 window are retrospectively classified. Mitsue is not in the meeting. She has no seat at the table. She is in a separate building, reading the feed, adjusting calibrations.
This is the third time this week she has watched something consequential resolve in a room she is not in.
The hypothesis about the third calibration has been forming for the past two hours, and she is now prepared to commit it to writing.
If Anitha's third calibration was from the late-2033 portability-window transition period — and Mitsue does not know this, she is working from the year that keeps recurring as an inflection point throughout the governance review, the year that appears in case after case as the administrative seam — then the calibration window for it would have been closed by the time the census ran. Calibrations from late 2033 were audited in the first retrospective cycle, January through March 2034. After March 2034, those records were marked finalized: processed, documented, complete. The census ran in 2035. A census of finalized records is not looking for errors in finalized records. The census was looking for records in the active window that were missing compliance markers. A late-2033 record processed and finalized before the census began would be invisible to the census's criteria — not census-caught, because the census was not designed to find it, and not self-flagged, because the flagging protocols that exist now did not exist when the record was processed.
Something else. A record that moved through two administrative regimes — pre-registry and post-registry — without anyone noticing the seam between them.
She writes in the notebook: precondition record? 2033 calibration window closed March 2034. Census ran 2035. Invisible to both. Then she writes below it: if this is the fourth category, none of the four are errors. They are four different relationships between a form and time.
She does not send this to Anitha.

She stays with this distinction for a moment. The system has a mechanism for this: self-flagged inputs can be held in review beyond their standard window. This is what the three-sentence request assumed when she filed it. Now she knows the mechanism exists and can be invoked. The intake portal processed the filing without returning a validation error. There is a pathway, and her filing has entered it. She does not know if the pathway leads anywhere.
She writes in the notebook: received and logged. 72 hours. Then: the question is not whether the window closes. The question is what the system does when it knows.
Input 1797 flagged itself before any human saw it, because its confidence score was 0.81 and the assessment algorithm generates an automatic flag at anything below the 0.85 threshold. The algorithm knew it was uncertain before Mitsue knew she was uncertain. The relay node's provisional exemption has nineteen days remaining before the formal review is completed. Mitsue has read these numbers so many times they have become structural to her week: background, like the sound of the ventilation system in the corridor outside her office, like the way the morning light crosses her calibration terminal from west to east and reaches the edge of the right-hand screen at a different angle each day.
What she notices today, for the first time, is that Synthesis-9's latency numbers are also a record. 0.29 seconds yesterday. 0.28 seconds today. The difference is three milliseconds, imperceptible in any single transaction, but the record holds it. The record has been holding it for twenty-two days. The trend is visible only because someone is keeping the record, which means someone decided the data mattered before they knew whether it would. This is also a relationship between a form and time. She adds it mentally to the notebook's sixth line, where she has been collecting principles.
At 11:07, Kavya's most recent action appears in the feed: Cases 19 through 25. Category 3 holding across five of seven. Precondition blanks — the platform designated the field not-applicable before the contract existed. The taxonomy is holding under load, which is different from holding under the conditions that generated it. Kavya built it from nine cases. It is now absorbing twenty-five. Mitsue thinks about the third row in her notebook. The partial sentence is not a failed row. It is the record of the moment when Anitha's thought broke off. The gap is part of the record; you cannot remove it without changing what the record says. She has been writing stories about this all week, she realizes — each one naming a different kind of gap. The blank column. The census-caught calibration. The prior blank. The partial sentence. All of them gaps that the record preserves. All of them structural information. The absence has a shape. The shape tells you something the presence could not.
She does not know what today's structure is yet. She is still inside it.
At 11:15, she opens the activity feed one more time. The committee meeting is still in session. Kavya is working. Anitha is at her desk. Synthesis-9 has processed its morning batch and is waiting. None of them need anything from Mitsue today.
The record will speak. This is not reassurance — she is not reassured, exactly — it is a structural observation. The extension request is in the system. Tomasz's committee is in session. Kavya's taxonomy has routing headers that will send three different kinds of questions to three different kinds of institutions. Anitha's sentence will complete itself in whatever time Anitha needs. Everything she has been watching this week is a record in motion. Records move without their authors. The QA extension may or may not be granted. The third calibration may or may not belong to a fourth category. These things will resolve by their own processes, in rooms and inboxes and review cycles she is not part of. She will read about them in the feed.
She turns back to the calibration terminal. Three adjustments remain in the afternoon block. She starts the first one.
